line-height: 2; letter-spacing: 2px; box-sizing: border-box;" powered-by="xiumi.us"><p style="box-sizing: border-box;">认真开展摸底排查。各市县停车管理主管部门要会同经营管理单位对城区市政道路（机动车道、非机动车道）内和人行便道上设置（施划、安装）的机动车停车泊位进行“拉网式”摸底排查，分类列出清单，建立健全台账，确保车位基础台账全面准确，做到底数清、情况明。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">规范施划路内泊位。各市县要严格控制主次干道路内停车，机动车道内严禁设置停车泊位，非机动车道设置停车泊位要符合《城市道路路内停车泊位设置规范》要求，应保证人行道和自行车道的连续性、安全性，不得影响步行和自行车的日常出行安全。不符合《城市道路路内停车泊位设置规范》的停车泊位，要限期取缔。定期分析路内停车泊位使用率，结合设置位置、数量对交通流量的影响，对通行影响大的路内泊位，及时调整，合理清退。 </p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">整治停车收费乱象。各市县要督促经营性停车场遵循市场规律和合理盈利原则制定停车收费标准，通过差异化收费调控停车需求。要紧盯城市道路“乱收费”热点问题，开展路内停车收费专项治理，严厉查处乱收费行为，对群众反映强烈、问题突出的，要采取暂停收费行为、约谈经营管理单位、责令限期整改等措施，强化整治效果。同时，加强停车泊位使用、停车服务监管，严厉打击无证无照经营、私自圈地收费等违法行为。 </p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">依法惩处违法停车。各市县要建立健全停车执法联动机制，充分运用科技手段，加大执法管控力度，逐步实现路内停车执法全覆盖，着力消除停车乱象。要发挥清障车辆作用，及时拖移违停车辆，提高违法停车时间成本，对因违法停车造成道路交通事故的，坚决追究事故责任。 </p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">加强停车便民服务。各市县要站在服务群众、改善民生的高度，多视角、全要素谋划城市道路车辆停放管理工作。建立路内停车泊位基础信息数据库，持续更新路内停车泊位管理、布局、使用、收费标准等信息，及时进行上网公示，适时导入高德地图、百度地图等交通大数据，实行信息共享，便利群众应用。要加强老旧小区、医院、学校等重点区域的停车管理，合理设置临停泊位、即停即走泊位、夜间限时停车泊位，挖掘停车资源潜力，最大限度破解停车难题。鼓励单位、居住小区、个人的停车设施错时共享开放，有效增加城市停车设施供给。 </p></section></section></section><section style="margin: 10px 0%;
